Summary
Daimler Coaches North America (Daimler Coaches) is recalling certain 2011-2016 Setra S417 TC and 2012-2016 Setra S 407 CC vehicles equipped with a Ricon wheelchair lift. The red beacon lighting on the Threshold Warning System (TWS) may not be bright enough. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 403, “Platform Lift Systems.”
Remedy
Daimler Coaches will replace the TWS kits, free of charge. Owner notification letters are expected to be mailed June 7, 2024. Owners may contact Daimler Coaches at 1-416-624-3558. Daimler Coaches number for this recall is 86.20U24286A.

Description of the Defect : As per Ricon equipment recall 23E-091: The Threshold Warning Kit uses an assembly that contains two beacons, one that mounts directly above the doorway where the lift operates and one that is mounted at the discretion of the vehicle manufacturer and serves as a supplemental beacon to enhance the visibility of the platform. The kit also uses a compliant audible warning signal. The light intensity of the red beacons in this kit does not comply with the minimum light requirement of 20 candelas as specified in FMVSS 403, section

Description of the Safety Risk : As per Ricon equipment recall 23E-091: While the beacons used in the
Threshold Warning System Kit illuminate as designed and the audible warning signal operates as required, a warning beacon light that displays below the minimum level of candelas may be less visible to users located near an out of position platform lift and may increase the risk of injury.
Description of the Cause : As per Ricon equipment recall 23E-091: The cause is the wattage rating of the bulbs not being sufficient enough to produce the minimum light intensity of 20 candela specified in FMVSS 403, section S6.1.4 Identification of Any Warning
that can Occur : An audible warning occurs while beacon is flashing to alert lift operator and occupant. Description of Remedy :
Description of Remedy Program : The Threshold Warning System will be replaced with a kit that
incorporates a beacon that will meet the light intensity requirements. If any Setra operator/owner has already paid to remedy this issue, reimbursement will be available through the DCNA warranty system as outlined in the customer notification letter. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : New Threshold Warning System kits will incorporate a new red beacon. No change in production. The lift was installed by DCNA after the vehicles had been transported to the US and before the delivery to the customer.
The affected vehicle models are no longer produced. Recall Schedule :
