December 15, 2023 NHTSA CAMPAIGN NUMBER: 23V854000
Roof Panel May Detach From Vehicle
A detached roof panel can become a road hazard, increasing the risk of a crash.
NHTSA Campaign Number: 23V854
Manufacturer Mercedes-Benz USA, LLC
Components STRUCTURE
Potential Number of Units Affected 2,976
Summary
Mercedes-Benz USA, LLC (MBUSA) is recalling certain 2014-2020 C-Class, CLA, GLA, S-Class, GLC, and GLE vehicles. Please refer to MBUSA’s recall report for specific vehicle details. The front roof panel located between the windshield and the panoramic sunroof may not have been bonded correctly to the vehicle during a prior repair, allowing the front panel to detach from the vehicle.
Remedy
Dealers will replace the front panel, free of charge. Owner notification letters were mailed March 22, 2023. Owners may contact MBUSA customer service at 1-800-367-6372. This recall is an expansion of NHTSA recall number 21V-197.

Replace Front Stationary Roof Panel – Wave 1
This is to notify you of the Recall Campaign Launch to replace the front stationary roof panel on 1,179 Model Year (“MY”) 2014 – 2020 C-Class, CLA, GLA, S-Class, GLE Coupe vehicles (205, 117, 156, 222, and 292 platform). The recall campaign will be visible on the www.NHTSA.gov website and may generate questions from customers. Affected VINs will be flagged in VMI as “OPEN” on March 8, 2024.
Issue
Mercedes-Benz AG (“MBAG”), the manufacturer of Mercedes-Benz
vehicles, has determined that on certain MY2014 – 2020 C-Class (205 platform), CLA (117 platform), GLA (156 platform), SClass (222 platform), and GLE Coupe (292 platform) vehicles with a panoramic sunroof, the stationary roof panel located between the windshield and the panoramic sunroof might not have been bonded correctly during a prior repair. In this case, the bonding adhesion of the front panel to the vehicle body might deteriorate gradually over time and could result in the front panel partially or fully detaching from the vehicle, which could increase the risk of a crash and/or injury for other road users.
What We’re Doing
MBUSA will conduct a voluntary recall. An authorized Mercedes-Benz dealer will inspect and potentially remove the bonded panel and install a new front panel by following the detailed repair instructions and using the approved primer, cleaner and adhesive.
Parts
The remedy is available and can be performed.
Given this notice, it is a violation of Federal law for a dealer to sell or lease any new vehicles in dealer inventory covered by this notification until the vehicle has been repaired. Once the remedy is available, the vehicles will be flagged as “OPEN” and Work Instructions will be available in NetStar VMI and Xentry Portal. Once the repair is complete, the vehicle may be sold or leased.
Loaner and demonstrator vehicles may continue to be driven, but must not be retailed until repaired. As a matter of normal service process, please check for other repair measures which might be applicable to the vehicle(s).
Additionally, given this notice, it is a violation of Federal Law for car rental companies to rent new vehicles covered by this notification until the vehicle has been repaired.
Customer Notification Timeline
Customer letters will be mailed on or before March 22, 2024.
Customer Reimbursement
Customer reimbursement is not being offered for this campaign.

Chronology Supplement for ODI 23-00855-30190-10
In June 2020, MBAG received isolated cases from the field describing instances in which the front roof panel forward of the panoramic sunroof had allegedly detached from the vehicle. MBAG launched an investigation and was able to verify from its internal documentation that in these isolated cases the wrong adhesive was used to bond the panels during a previous repair. MBAG also began to analyze its internal data related to detachment of the front roof panel to understand whether the incidents were indicative of a broader trend or isolated events and found a number of sporadic reports submitted between 2018 – 2020 involving claims of cracked or partially detached panels and found that all involved vehicles that had also undergone a prior service repair to the front roof panel. MBAG began to analyze whether there was a more systemic issue and whether it was related to a prior repair of the front roof panel. MBAG’s technical analysis was carried out from late 2020 and into the first quarter of 2021 and included an analysis of possible deviations from the published repair instructions as not all vehicles that had undergone a prior service repair necessarily reported a subsequent issue with the bonding of the panel. Test setups were prepared by recreating various repair scenarios where an incorrect pre-treatment and bonding adhesives other than the one specific adhesive that had been approved for this repair. Sample roof panels were also returned from the field and analyzed which indicated how the pre-treatment, cleaning and primer application were actually being applied by Mercedes-Benz workshops and any third-party sublets and confirmed that there were deviations from the repair procedures. Accordingly, it was concluded that the prior repair was the root cause for the panel detachment. Further analysis was conducted to identify potentially affected vehicles. On March 12, 2021, MBAG determined that a potential safety risk cannot be ruled out and decided to conduct a safety recall.
In November 2023, MBAG became aware of cases in the field, alleging a similar technical issue. An immediate analysis of those cases concluded, that due to a deviation in documentation of cases with a prior warranty repair of the roof panel, certain vehicles were inadvertently not included in the recall population of the recall 21V197. Additionally, out of an abundance of caution vehicles that might have been improperly repaired between the initial determination of the scope of affected vehicles and the recall launch date have been added to the recall population.
On December 15, 2023, MBAG determined that a safety risk cannot be ruled out for the additional vehicles and decided to conduct a recall.
MBAG is currently aware of 228 warranty claims, 0 field reports and 24 consumer complaints received from August 19, 2021 to November 15,2023.
No third-party damages or personal injuries or fatalities were reported.

Foreign States
Country : Germany Chronology :
Sample roof panels were also returned from the field and analyzed which indicated how the pre-treatment, cleaning and primer application were actually being applied by Mercedes- Benz workshops and any third-party sublets and confirmed that there were deviations from the repair procedures. Please see Chronology Supplement. Description of Remedy :
Description of Remedy Program : An authorized Mercedes-Benz dealer will remove the bonded panel and
will install a new front panel by following the detailed repair instructions and using the approved primer, cleaner and adhesive. Pursuant to 49 C.F.R. § 577.11(e), MBUSA plans to provide notice about pre-notice reimbursement to owners since some of the involved vehicles would have been previously subject to the condition described. Per Warranty Policy 10.12 It is the dealership’s responsibility to ensure that any sublet repairs which they
commission are performed up to Mercedes-Benz standards and follow all Mercedes-Benz procedures and work
instructions (including making available all MB products required for the repair). When submitting a warranty claim
for a sublet repair where the parts are being supplied by the dealer to the third party performing the repair, the
dealer RO must reflect these parts and the dealer must list them separately on the claim. This not only pertains to
the panel, but also the MB products required for installation (i.e. Cleaner/Primer/Adhesive). The sublet line should
only include labor.
By submitting a claim for reimbursement for work completed by a third party, the dealer agrees to
indemnify MBUSA for any issues that may arise from such third party work that was not performed
according to the WIS instructions with the required replacement panel, and adhesive, cleaner and primer.

Dear Mercedes-Benz Owner:
This notice is sent to you in accordance with the National Traffic and Motor Vehicle Safety Act.

What is the issue?

An authorized Mercedes-Benz dealer will inspect and potentially remove the bonded front panel and install a new front panel by following the detailed repair instructions and using the approved primer, cleaner and adhesive. This vehicle repair will be provided at no cost to you. While the repair time can be less than 1 day, your dealer can provide you with a better estimate of the overall time for this visit. As a matter of normal service process, the authorized Mercedes-Benz dealer will also check for other repair measures that might be applicable to your vehicle, which may increase the required working time. You will not be charged for other services or repairs unless so requested.
